Purpose and Scope of Consultancy
SECTION27 seeks the expertise of an independent consultant with experience in public health research to prepare a report on the impact of the withdrawal of PEPFAR on the availability of Antiretroviral therapy (ART), HIV tests and contraceptives in the public health sector. The research, which will include both desktop research and interviews, should compare the accessibility of ART, HIV testing and contraceptives by comparing the availability of these products over the past 21 months (January 2024 to September 2025).
The report will highlight which regimens of ART were most often out of stock, how quickly these shortages were resolved and discuss the sustainability of the measures taken to resolve these issues. It will also provide recommendations to inform advocacy and other strategies that could be used to help resolve stockouts effectively.
Location of implementation: The research will provide a narrative of the situation across the country and will also provide an in-depth assessment of the impacts of PEPFAR withdrawal on medicine supply chain and stocks in the KwaZulu-Natal province.
Estimated Duration of Consultancy
The consultancy period is expected to begin on 1 October 2025 and end in January 2026. The number of days required within that period are to be proposed by the consultant.
Organisation Background
SECTION27 is a well-established and widely respected public interest law centre that seeks to achieve substantive equality and social justice in South Africa. Guided by the principles and values in the Constitution, SECTION27 uses the law through advocacy, legal literacy, research and community mobilisation to advance socio-economic rights, in particular the right to access health care services and the right to basic education as guaranteed in section 27 and section 29 of the Constitution of the Republic of South Africa respectively.
SECTION27 is based in Braamfontein, Johannesburg. Although, our work aims to have a national impact.
Expected Deliverables
- Inception report, including agreed methodology, an outline of the final evaluation report, workplan/timeline, data collection tools and schedule
- Draft evaluation report for validation
- Final evaluation report, including a presentation and a brief summary of key findings.
Education and Experience
- Expertise in policy and advocacy at a range of levels including grassroots programming and national policy influence and advocacy
- A master’s degree in social science, public health or related field
- Minimum of 5 years’ experience in tracking policy implementation and service delivery, experience in the health sector is advantageous.
