PROVISION OF CONSULTANCY SERVICES FOR THE DESIGN AND DELIVERY OF A LEADERSHIP DEVELOPMENT PROGRAMME FOR SUPERVISORS

AIM OF CONSULTANCY

SECTION27 seeks a qualified service provider with demonstrated experience in designing and delivering leadership development programmes within the non-profit, public interest or social justice sector in South Africa. The requirements are outlined in more detail below.

ESTIMATED DURATION OF CONSULTANCY

The training programme is expected to be delivered during the second quarter of 2026. Final timelines will be agreed upon with the selected service provider.

ORGANISATION BACKGROUND

SECTION27 is a well-established and widely respected public interest law centre that seeks to achieve substantive equality and social justice in South Africa. Guided by the principles and values in the Constitution, SECTION27 uses the law through research, client engagement, legal literacy, advocacy, community mobilisation and litigation to advance socio-economic rights, in particular the right to access health care services and the right to basic education.

SECTION27 is based in Braamfontein, Johannesburg. Although our work aims to have a national impact, we have interventions with a strategic focus in Gauteng, Eastern Cape, Limpopo, KwaZulu-Natal and Mpumalanga.

CONSULTANCY TERMS OF REFERENCE

Background

SECTION27 is seeking to strengthen supervisory leadership capacity within the organisation. Supervisors operate in high-pressure, values-driven environment and require strengthened skills in people management, delegation, conflict resolution, stakeholder alignment and strategic thinking.

Feedback from supervisors indicates a need for a practical, contextually relevant programme that balances compassionate leadership with accountability and performance.

Scope of Work

The selected service provider will be expected to:

• Design and deliver a leadership development programme tailored to first-line supervisors in a public interest / NGO context
• Incorporate interactive and reflective methodologies that enable practical application
• Address key competency areas, including:
  • Assertive and compassionate leadership
  • Strategic delegation and accountability
  • Managing conflict and difficult conversations
  • Building trust and psychological safety
  • Stakeholder alignment and strategic thinking
• Provide all necessary training materials
• Conduct a post-training evaluation and provide a summary report.

The format may be in-person, hybrid or virtual. SECTION27 prefers in-person delivery where feasible.

Expected Deliverables

• Post-training evaluation summary report
• Inception discussion to align on scope and outcomes
• Detailed training outline and methodology
• Delivery of agreed training sessions
• Training materials and resources.

KEY EXPERTISE REQUIRED

Education:

• Relevant tertiary qualification in leadership development, organisational psychology, management, education or related field.

Experience and Skills

• Experience integrating financial literacy into leadership training will be an advantage.
• Demonstrated experience delivering leadership development in the non-profit or public interest sector
• Experience facilitating adult learning processes
• Strong understanding of organisational culture and supervisory dynamics
• Ability to tailor content to values-driven environments
• Experience integrating financial literacy into leadership training will be an advantage.

• A financial proposal, including total cost and breakdown
• CV(s) of facilitator(s)
• At least two references from similar assignments.
