SECTION27 has an established programme that monitors health budgeting and expenditure, with a particular focus on HIV & AIDS and TB in national and provincial spheres of government. As part of this work, SECTION27 is responsible for coordinating the Budget and Expenditure Monitoring Forum (BEMF), a group of civil society organisations (CSOs) that meets regularly to learn about new developments and coordinate activities aimed at improving the state’s health budgeting and expenditure.
SECTION27’s role in this project is threefold:
- To help coordinate the efforts of other CSOs involved in this work through BEMF;
- To help build the capacity of key membership based-organisations to mobilise for better health budgeting and expenditure; and
- To use analysis and advocacy to improve the quality and accountability of the state’s health budgeting and expenditure.
SECTION27 seeks a self-motivated person with management and research skills to assume responsibility for coordinating this programme. In particular the coordinator will be expected to: develop and implement the project’s overall strategic direction; organise BEMF meetings; organise and coordinate training for key membership-based CSOs on the state’s health budget and expenditure; oversee campaigns that arise out of this programme; develop expertise on the state budget and expenditure process; and maintain communications with members of government, civil society and the media.
Education, experience, knowledge and skills
The successful candidate will require a postgraduate qualification in one of the following fields: Public Health, Health Economics, Economics or a related discipline; good analytical skills, including the ability to analyse basic financial data; good written and verbal communication skills; and the ability to work independently as well as part of a team.

LEGAL RESEARCHER / PARALEGAL – REFERRALS |
SECTION27 seeks a Researcher / Paralegal to undertake management of its legal and general enquiries received from members of the public and to assist with ad hoc legal research and other tasks, primarily in the fields of the rights to basic education and health care. The successful candidate will be the primary point of contact for all persons seeking legal advice and assistance and will report to one of SECTION27’s attorneys. Enquiries are primarily telephonic but may occur in person. The candidate will be required to provide advice and assistance at the point of contact and manage the referral of enquiries to other attorneys and organisations when appropriate and to record and track all enquiries. The chosen candidate may also be required to assist SECTION27’s legal and research teams with legal research and other general legal tasks.
Education, experience, knowledge and skills
The candidate must have legal training – an LLB is preferred; knowledge of law, and human rights law in particular, is essential and prior experience in an HIV and AIDS environment will also be an advantage. The role requires competency in multiple South African languages (English and Zulu essential) and strong writing skills. We are looking for a candidate who is an independent thinker, a team player, a well organised person with the ability to take initiative, a person with compassion and an ability to listen and provide sound legal and other advice to general members of the public in person or over the phone.
