SECTION27 seeks to appoint a Monitoring and Evaluation Officer, based in Johannesburg.
JOB SPECIFICATION
Qualification
- Bachelor’s Degree or master’s degree in a relevant field, or work experience and/or subject knowledge to compensate for that (i.e., recognition of prior learning)
- Professional training in Monitoring and Evaluation preferred
Experience
- A minimum of five years’ experience in using Results-based Management, including development of M&E tools and Theories of Change
- Experience with data management and analysis software e.g., SPSS, EpInfo, STATA or related software
- A good understanding of socio-economic rights and advocacy approaches
- Experience working in and/or with poor and/or working-class communities in South Africa
- Experience in conducting community-based research, facilitating community discussions
Knowledge and Skills
- Good communication, interpersonal and listening skills
- Possession of strong organisational, reporting, and analytical skills
- Conflict management and negotiation skills; a good influencer
- A high level of computer literacy
- Strong writing and oral communication skills
Languages
- Fluency in spoken and written English
- Proficiency in one or more indigenous South African languages
Personal attributes
- Ability to work under pressure and to deadlines, including working outside regular office hours
- The ability to take initiative and work independently or in a team
- Willingness to travel nationally
Duties and Responsibilities
M&E System
- Develop SECTION27’s M&E systems, tools and processes, including an M&E Strategy and Standard Operating Procedures
- Coordinate the roll out and maintenance of the new M&E system
- Work with EXCO to develop an institutional results-based framework for the monitoring and evaluation of the Strategic Plan, including a Theory of Change and standard performance indicators
- Develop ethical guidelines and risk management strategies for the collection and use of M&E data
Programme and Project M&E
- Develop project specific results-based frameworks for grants, as appropriate, including the development of monitoring tools
- Provide input and clarification during Inception meetings for new grants, and train project staff on monitoring tools and processes
- Oversee the collection, inputting and risk management of M&E data
- Analyse M&E data and submit reports to the project teams and EXCO
- Assist project leaders and field staff with quality assurance processes during monitoring site visits
- Monitor project progress against workplan and performance targets, and alert project team when plans are not on track
- Work with external consultants in carrying out baseline and evaluation studies
Learning
- Train SECTION27 staff on the use of M & E tools and processes
- Identify and share lessons and trends from SECTION27 successes and challenges
- Host periodic learning events for SECTION27 staff
- Facilitate and provide input into annual project review and planning meetings
Fundraising and Donor Compliance
Work with the Head of Fundraising and Programme personnel with regards to the following:
- Draft M&E sections in funding proposals, including M&E budget requirements
- Contribute to and draft donor reports
- Join meetings with donors when appropriate
General
- Training and public education as and when necessary
- Attending and participate in team, bi-monthly staff meetings as well as other meetings that relate to the work of SECTION27
