AIM OF CONSULTANCY
SECTION27 is looking for a qualified consultant with extensive experience in developing monitoring and evaluation (M&E) results frameworks within the non-profit sector in South Africa. Requirements are outlined in more detail below.

Two months, starting on or about 10 February 2025
ORGANISATION BACKGROUND
SECTION27 is a well-established and widely respected public interest law centre that seeks to achieve substantive equality and social justice in South Africa. Guided by the principles and values in the Constitution, SECTION27 uses the law through research, client engagement, legal literacy, advocacy, community mobilisation and litigation to advance socio-economic rights, in particular the right to access health care services and the right to basic education. SECTION27 aims to achieve systemic change and accountability to ensure the dignity and equality of everyone and to contribute to a society that is stable, democratic, and based on constitutional principles.
SECTION27’s primary thematic areas are the right to access health care services and the right to basic education. Budgeting for and spending on socio-economic rights cuts across both thematic areas and brings unique added value to our advocacy and litigation. SECTION27 further aims to research and address, across both thematic areas, the intersectional impact of climate change and gender justice. Given the threat climate change poses to the realisation of health and education rights, SECTION27 is committed to bringing its expertise, knowledge and resources to bear in addressing the intersection of climate, health and education. Our use of the law itself strengthens democracy, constitutionalism and the rule of law.
SECTION27 is based in Braamfontein, Johannesburg. Although our work aims to have a national impact, we do have interventions with a strategic focus in Gauteng, Eastern Cape, Limpopo, KwaZulu-Natal and Mpumalanga.
CONSULTANCY TERMS OF REFERENCE
Background
SECTION27 has an M&E system in place and has been collecting data on a number of key indicators since 2022. In 2024, we reviewed our Theory of Change which forms the basis of our institutional Strategic Plan 2025–2027.
In line with our vision and mission, by 2027, we expect to have succeeded in ensuring that more people, especially those who are vulnerable or marginalised, can access quality health care services and basic education. We will have enhanced the power of individuals and communities to claim their rights and expand democratic space and we will have contributed to a civil society sector that operates effectively as a progressive force for the realisation of rights.
Our Strategic Plan 2025-2027 is a roadmap for how we intend to reach our goals. The results framework will set out how we intend to measure and evaluate our progress and effectiveness against the Strategic Plan. The completion of a baseline will serve as our starting point to be used for comparison and learning against the endline.
Approach and Methodology
It is expected that the consultancy will involve a series of discussions and feedback loops with the M&E team and/or executive committee, and potentially all staff, to facilitate discussion, solicit input, make revisions and present recommendations, until there is consensus and ownership.
The consultant will work directly with the Executive Director (ED) and M&E team throughout the consultancy and will be provided with the relevant background documents for an initial desk review. An inception meeting will be organised to ensure all parties are aligned in the approach, timelines and expected deliverables.
Expected Deliverables
- An inception report
- An institutional results framework aligned to the three-year strategy, including baseline data
- A set of data collection tools
- A baseline report
TIMELINES
The consultancy will begin on or about 10 February 2025. The consultancy should be completed by 10 April 2025.
KEY EXPERTISE REQUIRED
Education
- Minimum of an advanced degree in social science or another relevant field;
- Other training in relevant sectors and approaches will be an asset (social justice, health, education, strategic litigation, advocacy, gender equality, etc.).
Experience and Skills
- At least seven years of professional experience in the field of monitoring and evaluation;
- Demonstrated expertise in developing MEL frameworks;
- Expertise in policy and advocacy at a range of levels including grassroots programming and national policy influence and advocacy; understanding of public interest litigation will be an asset;
- Ability to work to tight deadlines;
- A strong approach to conducting consultative internal processes to solicit input and encourage ownership of processes;
- Knowledge of MEL trends and successful practices in the sector, particularly relating to policy and advocacy work;
- Experience working on women’s rights and gender equality.
