SECTION27 has made a submission welcoming the intention of the regulations to tackle overcrowding in schools and appreciates their focus on learner-to-classroom ratios and the efficient use of available space. However, while overcrowding remains a serious issue in South African schools, the regulations fall short of offering practical guidance on how schools should comply under these challenging conditions. We therefore recommend that the regulations include provisions for temporary solutions, such as the use of mobile classrooms.
